_WOGL (eu) rules!_

 WOGL ျပိဳင္ပြဲမ်ားႏွင့္ Echo-Server တြင္လိုက္နာရမည္။
General


CF Gamer မ်ားအေနျဖင့္ WOGL ျပဳိင္ပြဲမ်ားကုိ ၀င္ေရာက္ယွဥ္ျပဳိင္ရာ တြင္ ေအာက္ပါ အခ်က္မ်ား အား လုိက္နာ ရမွာ ျဖစ္ပါသည္။ CF Gamer မ်ားသတိထားရမည္မွာ CF Echo server တြင္ ၀င္ေရာက္ပစ္ ပါက WOGL ၏ စည္းကမ္းမ်ားအတုိင္း ပစ္ခတ္ရန္လုိအပ္ပါသည္။
1.1 - Important Terms

    WOGL-O: WOGL-Open; Class
    WOGL-P: WOGL-Professional; Division
    Casted: Match streamed on WOGL TV
    Home Team: First team named on match communication thread.

1.2 - General Policy

    01. Staff will never ask you for your password.
    02. It is mandatory for team leaders to read the rules prior to match play and make sure all of their players abide by the rules.
    03. Breaking any rule may result in disqualifications of rounds, matches or a ban from WOGL.
    04. Users participating in the WOGL-Professional League can NOT participate in the WOGL-Open League.
    05. Team or Player names may not contain inappropriate language.
    06. Players may only have ONE NAME CHANGE PER. SEASON. Upon the player name change, they must submit a ticket via. the Help Center informing the administrative staff of the changes. Name change infractions reference 6.3 - In Game [Incorrect Registered Name]
    07. All matches are to be played using the ScrimSpot WOGL anti-cheat client running.
    08. Your WOGL forum login will be the same login you use for the ScrimSpot ACS.
    09. Play on the computer you registered the anti-cheat with, they are hardware specific. If you need to reformat your computer or make any adjustments, contact the ACS Staff via the help center.
    10. The rules are subject to change at any time. So check them before every match.
    11. Rules will be locked from the start of the Season until Playoffs. Any new weapons or items that get released during the Season will not be allowed until the following Season. Changes will only be made if they are mandatory and/or pertain to playoffs. There will be no more than two scheduled rules updates; Regular Season & Playoffs.

2.0 - Structure

2.1 - General [Regular Season]

    01. League play is divided into divisions; Alpha, Bravo, Charlie, etc...
    02. Each participating team will play each other once in the Regular Season; Round Robin.
    03. The number of regular season league weeks is set according the number of participating teams in each division. i.e. Eight teams in each division equals seven regular season weeks.
    04. Teams with an odd number of teams in their division will be handed the minimum of one mandatory bye.
    05. Matches are played in a single map format; Two Halves per. Map including tie breaker matches.

2.2 - General [Playoffs]

    01. The number of teams to advance into the playoffs is set according to the number of participating divisions.
    02. The opening round of playoffs includes divisional championships and a wild card matchup.
    03. Upon a team loss, the team is eliminated and prohibited from advancing any further into the playoffs; Single Elimination.
    04. Matches are played in Best 2 out of 3 format; 2 Halves per. Map including tie breaker matches.
    05. Playoff seedings will be determined following the close of the regular season, making up the brackets in full.
    06. The final week of playoffs will consist of two matchups; 1st & 2nd Place matchup and 3rd & 4th Place matchup.

2.3 - Tiered League System

2.3a - WOGL-P [Professional]

    01. WOGL-P Teams & Players are chosen from the previous years results. Top Sixteen registered teams from each season advance into the WOGL-P division [Season 02 only].
    01a. Season 02 WOGL-P Teams & Players will be determined from the Season 01 paid league information. If in the case a team has disbanded and a group of players (three or more) whom were on a 'Top Sixteen' team are registered on the same team they will be placed in the Professional Division.
    01b. If in the case the Top Sixteen teams from the previous season DO NOT register, the system of order will transgress downward into the previous seasons ranking system; Record, Points, RF (Rounds For) & RA (Rounds Against).
    02. The lowest ranked teams each season in WOGL-P will be removed and placed into Open Class at the close of each season.
    02a. The top two teams in WOGL-O advance into the Professional Division.
    03. The Professional Division will be divided into two separate division according to seeding/ranking from previous season; Eight Teams per. Division. Alpha-P & Bravo-P.
    04. WOGL-P [Season 02] will consist of only NA (North America) Teams/Players only.
    05. The top four teams from each division will advance into the WOGL-P Playoffs.
    06. WOGL-P will consist of seven regular season weeks, and three playoff weeks; WOGL-P has a runtime of ten total weeks.



2.3b - WOGL-O [Open]

    01. WOGL-O is an Open Class with unlimited registered slots.
    02. WOGL-O [Season 02] will consist of NA (North America) Teams/Players only.
    03. Due to an unlimited amount of Open Class slots, the number of weeks is undecided until the close of registration, the completion of preseason, and the launch of regular season. Times and dates will be posted in advance, listing the season in full.

2.3c - WOGL-EU [Europe]

    01. WOGL-EU is an Open Class with unlimited registered slots.
    02. WOGL-EU [Season 02] will consist of EU (Europe) Teams/Players only.
    03. Due to an unlimited amount of Open Class slots, the number of weeks is undecided until the close of registration, the completion of preseason, and the launch of regular season. Times and dates will be posted in advance, listing the season in full.

3.0 - Roster(s)

    01. Rosters will consist of a minimum of five players and a maximum of eight players.
    02. It is both teams responsibility to verify the eligibility of all players playing in the match prior to starting or continuing any match play.
    03. Teams must have all five members present in order to start a half.
    04. A team playing with an ineligible player will forfeit the round in which that player played in.
    05. Please have everyone registered with the correct in game name they will be using for their matches. Failure to abide by this rule reference 6.3 - In Game [Incorrect Registered Name]
    06. Substitutions may be made anytime during the match as long as they are an eligible player.
    07. All squads lock after preseason. Any team found making an illegal substitution and having that player play in a match will be disqualified from every round that player participated in.
    08. Players MAY NOT register in multiple leagues. Meaning; WOGL-P players may not play in WOGL-O and vise versa. WOGL-EU players may not play in WOGL-O, and vise versa.

3.1a. - WOGL-P [Professional]

    The registered team(s) roster must contain ¾ Rule: 75% of the players registered on the team MUST be of the appropriate region; NA [North America] or EU [Europe].

3.1b. - WOGL-O [Open]

    The registered team(s) roster must contain ¾ Rule: 75% of the players registered on the team MUST be of the appropriate region; NA [North America] or EU [Europe].

3.1c. - WOGL-EU [Europe]

    The registered team(s) roster must contain ¾ Rule: 75% of the players registered on the team MUST be of the appropriate region; NA [North America] or EU [Europe].

4.0 - Forum

4.1a - Scheduling [Regular Season]

    01. Use your teams Match Communication thread to schedule match times accordingly. If in the case scheduling is more convenient off-site using messenger, please post a final time and date upon agreement. You MUST post screenshots if in the case the time(s) negotiated on a third party application. Both teams must agree on a time to play their match.
    02. Teams have seventy-two [72] hours to negotiate a match time/date and server. If in the case teams DO NOT come to an agreement within seventy-two hours a league administrator will lock the match time and both teams will be set to play at the default time.
    02. Teams will have the option of negotiating their server of play (UK, West Coast, Echo) to accommodate the best location to play for each team.
    02a. Applicable Servers

        * Echo Server - Channel 8 [NA Leagues Only]
        * UK Server 2 - Channel 8 [EU Leagues Only]
        * UK Server 4 - Channel 8 [EU Leagues Only]
        * West Coast Server - Channel 8 [NA Leagues Only]

    03. Default Match Times

        * WOGL-P Default: Echo Server - Channel 8, Sunday(s) @ 9:00 PM EDT
        * WOGL-O Default: Echo Server - Channel 8, Saturday(s) @ 9:00 PM EDT
        * WOGL-EU Default: UK Server 2 - Channel 8, Sunday(s) @ 21:00 PM BST

    04. If neither team shows up at default time both teams risk forfeit of the match. All matches are to be scheduled for a time before/during default time.

4.1b - Scheduling [Playoffs]

    01. Use your teams Match Communication thread to schedule match times accordingly.     03. Default Match Times

        * WOGL-P Default: Echo Server - Channel 8, Sunday(s) @ 9:00 PM EDT
        * WOGL-O Default: Echo Server - Channel 8, Saturday(s) @ 9:00 PM EDT
        * WOGL-EU Default: UK Server 2 - Channel 8, Sunday(s) @ 21:00 PM BST

    04. Teams have seventy-two [72] hours to negotiate a match time/date, maps and server. If in the case teams DO NOT come to an agreement within seventy-two hours a league administrator will lock the match time and both teams will be set to play at the default time with a default set of selected maps.
    05. The home team eliminates one of the eleven maps from Section 5.3 - Maps that CAN NOT be declared playable by the opposition, and choose their map of play. Home team has the first pick of excluding maps, and choosing their map of play.
    05a. The home team is the higher seeded team in the playoff matchup; Seedings are set according to regular season performance.
    06. The visiting team eliminates one of the eleven maps from Section 5.3 - Maps that CAN NOT be declared playable by the opposition, and choose their map of play. Visiting team has the second pick of excluding maps, and choosing their map of play.
    06a. The visiting team is the lower seeded team in the playoff matchup; Seedings are set according to regular season performance.
    07.Teams MUST post maps, servers and times upon the seventy-two hour mark. Terms of the match WILL NOT be subject to change following the negotiation lock.

4.2a - Reporting

    01. Team Leaders must post screenshots on their match thread on the WOGL forums within 6 hours of the match being played. Please include both halves and state which team has won along with the total rounds for each team. We recommend the use of off-site photo sharing webites; Tinypic, ImageShack, etc...
    02. The reporting structure MUST be followed as directed in your teams match communication thread.
    03. Teams must wait the minimum of :15 (fifteen minutes) following the scheduled default time before submitting a No Show Report. There will be a league administrator in the default lobby every default time to announce and run the 'No Show' time, announcing when the :15 (fifteen minutes) mark has been reached.
    03a. 'No Show' reports MAY NOT be submitted before the default and/or scheduled match time. If in the case the match was scheduled before the default match time, there MUST be a two-party agreement posted in order for the report to be deemed valid. If in the case a team submits an invalid no show report that report will be recorded as invalid and could ultimately result in a forfeit [team].
    03b. When reporting a 'No Show' report, teams must provide a PROPER time-stamp in the the snapshot to prove the screenshot was taken at the appropriate match time; We recommend TimeAndDate.com: NA Default Time(s) & EU Default Time(s)

5.2a - Match Specifics [Regular Season]

    01. It is the responsibility of the home team to make the room with the correct settings and provide the opposing team with the password (the first team listed in the match communication thread; i.e. Team 01 Vs. Team 02 - Team 01 is the home team).
    02. The home team decides which side (Global Risk or Black List) they will play first.
    03. Playing a match with the wrong room settings will result in a mandatory restart.
    03a. Following the completion of the first round in the first half, teams MAY NOT call for a mandatory restart for improper table settings. BY commencing you've agreed to the terms of the match and the table that comes with it.
    04. Two halves will be played with both teams switching at halftime.
    05. At the end of the second half, the team with the most rounds won is declared the winner.
    05a. If in the case a map is drawn a tie, Reference 5.1b - Non Casted [Tie]/5.1d - Casted [Tie] for table setup. And the match is played accordingly with two halve matches until a winner is declared.
    06. Maximum two snipers per. team at the start of each round.
    06a. Upon the commence of the round, players may swap/switch snipers [players]; Teams caught with more than two snipers at the start of the rounds reference Section 7.1 - In Game [Unapproved Weapon/Item/Character].
    06b. Players may pickup a sniper rifle in game from players whom have died, even if there is currently two snipers currently alive in game; Teams caught with more than two snipers at the start of the rounds reference Section 7.1 - In Game [Unapproved Weapon/Item/Character].
    07. For applicable servers please reference Section 4.2.02a. Applicable Servers
    08. If in the case the table is not made by :05 (five minutes) following the match time, it's the responsibility of the opposing team to set the table, and correctly.
    08a. Teams [matchup] MUST share the table password. If in the case teams are not responding to whispers and neglecting to share the table password, you MUST provide clear snapshots, attempting to contact your opponents. Failure to share the table password can result in infractions ranging to a team match forfeit and/or player suspensions from league play.
    09. If in the case a team has mathematically won the match [map] set teams may agree to disconnect and begin the next map without finishing the remainder of the rounds.
    09a. If in the case the teams choose to disconnect, the WINNING TEAM MUST press Tab to view the in-game score board to view ALL the player stats in whole including the round count, and screenshot the scoreboard for scoring purposes. If in the case this is not done properly, it could ultimately lead to an infraction(s) thus costing the match. So please be advised, and go about the following actions accordingly.

5.2b - Match Specifics [Playoffs]

    01. It is the responsibility of the home team to make the room with the correct settings and provide the opposing team with the password (the first team listed in the match communication thread; i.e. Team 01 Vs. Team 02 - Team 01 is the home team).
    02. Matches are played in the Best 2 out of 3 map sequence; The winning team is that whom wins two maps in whole.
    02a. Home team chooses the server played first from the allowed servers [Reference Section 4.2.02a. Applicable Servers], along with their map.
    02b. Visiting team chooses the server played second from the allowed servers [Reference Section 4.2.02a. Applicable Servers], along with their map.
    02c. The administrative staff of WOGL choose the third, and tie breaking map. This map will be announced at the opening of each post season week.
    04. The home team decides which side (Global Risk or Black List) they will play first.
    05. Playing a match with the wrong room settings will result in a mandatory restart.
    06. Two halves will be played with both teams switching at halftime.
    07. At the end of the second half, the team with the most rounds won is declared the winner.
    07a. If in the case a map is drawn a tie, Reference 4.1b - Non Casted [Tie]/5.1d - Casted [Tie] for table setup. And the match is played accordingly with two halve matches until a winner is declared.

    03. Playing a match with the wrong room settings will result in a mandatory restart.
    04. Two halves will be played with both teams switching at halftime.
    05. At the end of the second half, the team with the most rounds won is declared the winner.
    05a. If in the case a map is drawn a tie, Reference 5.1b - Non Casted [Tie]/5.1d - Casted [Tie] for table setup. And the match is played accordingly with two halve matches until a winner is declared.

5.6c - CHARACTER ITEMS

    Commanding [Rank] Barets will be the ONLY character items permitted.

5.7 - Boosting:

    Single-Man boosts only; One man crouches, the second man uses his teammate as a stepping point. The use of two or more teammates in order to reach a point in a map is prohibited. Players/Teams caught using multiple teammates to boost will be order with a suspension accordingly; Reference Section 6.2 - In Game [Glitching/Unapproved Boosts/Exploits].

5.8 - Glitching:

    The use of exploiting positions and/or advantages over your opponent(s) unintended for the play of game are prohibited. Examples such as triple jumping, lag jumping, entering boxes/walls/rooftops, etc...will not be tolerated and ordered with an infraction accordingly; Reference Section 6.2 - In Game [Glitching/Unapproved Boosts/Exploits]

5.9 - Etiquette:

    Good sportsmanship is expected at all times. Insulting, racism and excessive swearing will not be tolerated. Players can and will be suspended or banned over in-game conduct for unsportsmanlike conduct. PROPER documentation/reporting must be taken or the report WILL NOT be deemed valid. Examples of unsportsmanlike conduct include excessive and unnecessary shooting of fallen opponent bodies, lude actions towards fallen opponent bodies, dancing on fallen opponent bodies, etc.. The frag is sufficient enough. Excessive gloating may be deemed inappropriate. The system of infractions varies with the level of the action(s), prior infractions, etc... Infractions span from a warning, one [league] week suspension, one [league] month suspension to a full season suspension. We promote a mature and professional atmosphere; Present yourselves in that very manner all while enjoying the competitive nature of this game.

6.0 - Infractions

6.1 - Match Forfeit(s)

6.1a - WOGL-P Forfeit System

    In the case a team is served excessive forfeits their team will be served infractions accordingly;

        * Two (2) Season Forfeits is an automatic removal from WOGL-P in the following season, forfeiting their current points for the present season, preventing them from advancing into the current seasons playoffs.
        * Three (3) Season Forfeits is an automatic removal from WOGL-P in the following season, forfeiting their current points for the present season, preventing them from advancing into the current seasons playoffs. The team will also be placed on a one season probational period; The team will be deemed inapplicable for the following season promotion from WOGL-O > WOGL-P. This also places the individuals registered on the team in a one season probational period. Players MAY NOT join a WOGL-P team the following season to bypass their infraction(s). Once placed on a probational status, you've forfeited your WOGL-P status.
        * Four (4)-Seven (7) Season Forfeits is an automatic removal from WOGL-P in the following season, forfeiting their current points for the present season, preventing them from advancing into the current seasons playoffs. The team will also be placed on a two [+] season probational period; The team will be deemed inapplicable for the following season promotion from WOGL-O > WOGL-P. This also places the individuals registered on the team in a two [+] season probational period. Players MAY NOT join a WOGL-P team the following season to bypass their infraction(s). Once placed on a probational status, you've forfeited your WOGL-P status. The status will increase with each forfeit. One additional season for each forfeit.

6.1b - WOGL-O Forfeit System

This also places the individuals registered on the team in a two [+] season probational period. Players MAY NOT join a WOGL-EU-P team the following season to bypass their infraction(s). The status will increase with each forfeit. One additional season for each forfeit.

6.2 - In Game [Unapproved Weapon/Item/Character]

    Players caught using an unapproved weapon, item or character in game will not be credit with the round win for any of the rounds he/she has the the weapon or item equipped. If in the case a player has to exit game in order to remove the weapon, item or character he/she must wait until the round has crossed over the two minute mark to assure no chance of respawn.

6.3 - In Game [Glitching/Unapproved Boosts/Exploits]

    Bans and suspension vary according to the severity of the issue. This will be at the discretion of the league and tournament officials.

6.4 - In Game [Incorrect Registered Name]

    Player(s) playing in game under an incorrect player name will receive an infraction for each round they've played; Scoring the round(s) for the opponents.

6.4b. - In Game [Incorrect Player: Region][indent]Failure to abide by rule 5.3 - Rosters will result in a round overturn for each round an inapplicable player is present in game.

6.5 - In Game [Unsportsmanlike Conduct]

    Bans and suspension vary according to the severity of the issue. This will be at the discretion of the league and tournament officials. Ranging from a warning, one [league] week suspension, one [league] month suspension to a full season suspension.


7.0 - Media

    When you register on WOGL, you've agreed to the terms and policies that come with the organization and its' partners. WOGL and partners hold the right(s) to broadcast a match on their terms. Failure to abide to the match terms will result in an automatic match infraction; Ultimately costing the match. With the standard broadcast comes the 'Warrooms' in the hosted Ventrilo. Teams DO NOT have to use them for communication purposes, but they MUST be present in their rooms. Teams may mute their sound in the WOGL hosted Ventrilo, but their microphone bindings CAN NOT be muted. Ultimately denying the cast and all that could be deemed hindering with the scheduled event and unsportsmanlike and served infractions accordingly.

8.0 - ScrimSpot: Anti-Cheat Guidelines and Information

8.1 - ScrimSpot Anti-Cheat Client Mandatory Use.

    World Online Gaming League.LLC and ScimSpot.LLC have partnered to develop the official "ScrimSpot WOGL Anti-Cheat" client. The ScrimSpot WOGL Anti-Cheat client is mandatory for all WOGL events, including but not limited to the following; matches, playoffs and finals.
    In order to use the anti-cheat client, you're required to have an registered account at WOGL.ORG. To register and account, please visit the following link; (WOGL - Register). Once you have verified and activated your account via hyperlink url in confirmation email, you will then be granted access rights to use the anti-cheat client. Please note, the anti-cheat system has added security to prevent the act of ringing (smurfing) in WOGL events.
    Users are required to use the anti-cheat client during the entirety of all WOGL events, including but not limited to the following; matches, playoffs and finals. Users that experience any issues operating the anti-cheat client are required to submit an Help Center Ticket and provide the details pertaining to the issue. Any user that cannot run the anti-cheat client due to operating issues, is NOT allowed to participate in ANY WOGL events.
    It is the sole responsibility of each user to ensure his / her client is up-to-date, and operating before the start of WOGL events.
    All data generated by the anti-cheat client is required to be held by the user for no less than two (2) weeks. Failure to provide anti-cheat related files when requested by WOGL / ScrimSpot staff can result in user suspensions, forfeiture of matches and user related bans.

8.2 - WOGL / ScrimSpot Strict and Unique Anti-Cheat Policy

    World Online Gaming League.LLC and ScrimSpot.LLC operate on an strict zero tolerance policy relating to the use and/or possession of cheats and third party related tools pertaining to cheats.
    If a users is found to be cheating and/or possession of cheats in WOGL events, including but not limited to the following; matches, playoffs and finals, their team shall forfeit the event, and the said user will automatically be removed the team's roster. WOGL events played and won within the specific event, with that particular user participating, shall result in matches being overturned (wins converted to forfeits).
    It's the sole responsibility of the user, NOT WOGL and/or ScimSpot to ensure the computer system that is used for playing in WOGL events is maintained in an cheat free manor, this includes the borrow/renting of systems to play from.

8.3 - Third Party Add-ons and Game Modifications

    WOGL does not, and will not allow modifications made to the game client in anyway unless otherwise stated (official event endorsed modifications). This includes but not limited to the following; changes of player skins, scripts (or macros of any form), or third party software that changes the game client in any way. Any user caught violating this rules will forfeit their teams match and will be subject to further disciplinary actions (user banning). The game is to be played as its original installation and updated in accordance with official patches released by its publisher.

8.4 - Additional Information

    01. Teams caught cheating, hacking, “glitching”, or abusing in-game mechanics in any way will be locked from playing matches and/or removed from WOGL.
    02. If you suspect a team of cheating please play the match until its conclusion.
    03. All disputes and cheat accusations must be submitted through the help center.
    04. WOGL will not take action regarding members who are accused of cheating in non WOGL matches.
    05. Make sure to verify anyone who contacts you claiming to be WOGL Staff with our official Staff Page.
    06. Player's found to have "Cheat Making" / "Cheating" utility's will also be banned from WOGL. For example, any injectors or memory editing software such as "Cheat Engine".

    Any player previously banned that is caught playing for a team during the WOGL season under an alias name will cause the complete team and players to be suspended for 1 season. If it is found that the team knew the player was a banned player the team could possibly face being permanently banned.

8.5 - Infraction System

8.5a - League Disclaimer

    If a player has been found to have not run the AC client while participating in WOGL match play:

        * 1st Offense: One Week Suspension
        * 2nd Offense: One Season Ban
        * 3rd Offense: Permanent Ban
